Cold water immersion went commercial faster than the rulebook could follow. For several years, operators installing ice baths were working from hot tub guidance, general pool standards, and a certain amount of guesswork.

That changed in August 2024, when the Pool Water Treatment Advisory Group published Technical Note 71: Ice Baths — the first standard written specifically for commercial cold water immersion. For operators in the UAE, it sits alongside Dubai Municipality's existing requirements for spa pools.

TN71 tells you how the system should be built and run. DM tells you what is permissible in a licensed facility. Between them they answer a question that matters more than any marketing claim: what does an ice bath actually need in order to be operated safely, at volume, by a business?


What TN71 requires

TN71 is unusually direct. A commercial ice bath used by multiple users must be designed to handle the bather numbers and the contaminants those bathers introduce. In practice, four things.

1. Water removed from both the surface and the base

This is the requirement most commonly missed. TN71 states there must be at least two points of water collection: surface and base. Surface collection can be a skimmer or a deck-level system.

The reasoning is straightforward. Bather pollution is not evenly distributed. Skin oils, cosmetics, sun cream and hair float. A base-only draw — which is what most units on the market have — circulates the water beneath them and leaves the surface layer largely untouched. You can see the result on any busy bath: a scum line at the waterline that no amount of downstream filtration will address, because that water never reaches the filter.

The base outlet must also be anti-vortex and must protrude above the base of the bath, to prevent suction entrapment.

2. Continuous filtration, with a turnover of 30 minutes or better

Water must be filtered continuously over a 24-hour period, with a turnover time of up to 30 minutes. TN71 warns specifically against overnight stagnation, because restarting a stagnant system requires a high disinfectant dose to recover. Dubai Municipality arrives at the same figure from a different direction: spa pools must recirculate once every 30 minutes minimum.

Turnover is the most useful single number a commercial buyer can ask for, because it governs everything else. It is simply tank volume divided by flow rate. A 400-litre bath running at 1.5 m³/h achieves a 16-minute turnover — roughly twice the regulatory minimum, and around 90 complete tank volumes every 24 hours.

But a stated turnover is only true if the flow rate holds up in service. Undersized filter cartridges load quickly, pressure drop rises, and flow falls — so the turnover a unit achieves on a fresh cartridge at 6am is not the turnover it achieves at 4pm on a busy Saturday. Moving from a 2.5" cartridge to a 4.5" one at the same length gives roughly three times the media volume and 1.8 times the face area, dropping face velocity to a little over half. The real benefit is not just better particle capture — it is that the turnover you were sold stays where it was specified as the cartridge loads.

3. Primary disinfection, ideally with secondary

TN71 requires a primary disinfection system and ideally secondary disinfection (UV or ozone).

This distinction is frequently blurred in marketing. Ozone and UV are named as secondary treatments. They act on water passing through the plant, but leave no residual behind in the bath. Primary disinfection means a measurable residual in the water — a chlorine or bromine level protecting the person in the bath right now, not the water that went through the filter four minutes ago.

TN71 sets the levels: free chlorine 1.0–5.0 mg/l at pH 7.0–7.6, or free bromine 4.0–6.0 mg/l at pH 7.2–7.6, tested before users get in and then every two hours.

A bath with ozone and no halogen residual has no primary disinfection, and no free chlorine reading to record. It fails on the one parameter an inspector is most likely to measure.

4. Testing, records and daily cleaning

Commercial baths should be microbiologically tested monthly by an accredited laboratory — aerobic colony count, coliforms, E. coli and Pseudomonas aeruginosa. Baths that introduce air require quarterly Legionella testing. Records retained for five years.

TN71 also requires daily cleaning in commercial settings: 100 mg/l chlorinated water to disinfect, and a fat-removing product such as sodium bicarbonate for the scum line. This is a baseline for every unit, not an alternative to proper plant.


Where Dubai goes further

Dubai Municipality adds one requirement that changes the specification entirely.

DM requires pools to be fitted with an automatic dosing and monitoring system, so pH and disinfectant levels are continuously controlled and monitored. The plan approval guidelines are blunter still: manual chemical injecting or adding is not accepted for public pools.

DM also requires daily testing of pH, chlorine and temperature, with calcium hardness, alkalinity, saturation index and cyanuric acid every fifteen days, all logged. Stabilisers are not permitted in spa or hydrotherapy pools, indoors or out.

For an operator running a licensed spa or hotel facility in Dubai, automatic dosing is not an upgrade. It is the entry requirement.

Worth confirming: DM has not published guidance specific to cold plunges. Its definitions are depth- and vessel-based rather than temperature-based, which suggests ice baths fall within the spa pool provisions — and other regulators internationally have taken exactly that view. If you are specifying for a licensed facility, obtain a written determination from DM's Health and Safety Department.


Two more things worth asking about

Bather load is a manufacturer's figure, and ambient conditions are part of it. TN71 puts the responsibility for stating daily and hourly bathing load squarely on the manufacturer, and warns that heavy bathing will raise water temperature where the chiller cannot keep up. This is where figures published for temperate markets stop transferring — UK bather load calculations are typically made at 20°C ambient or below. In the Gulf, a bath may be working against 45°C outdoors, or fighting a plant room rejecting heat back into the space it is cooling. A bather load figure without a stated ambient and setpoint is not a specification.

Dilution is an operating cost, not a feature. PWTAG's Code of Practice sets fresh water dilution at 30 litres per bather. Against a 400-litre bath that is three full tank volumes per day at 40 users, and seven and a half at 100. Nobody does that manually. Understand how a unit intends to meet its dilution requirement at the load it claims, because the answer determines how much of your staff's day the bath will consume.


Our range

We build two commercial baths. They are not a good/better pair — they are built for different regulatory positions, and we think it is more useful to say so plainly than to blur the distinction.

Commercial Pro

Up to 40 users per day, rated at 24°C ambient with a 5°C setpoint. Filtration-led water management, built on commercial refrigeration and hydraulic components rather than scaled-up domestic parts.

  • Integrated surface skimmer — surface extraction as TN71 requires, removing the oils, cosmetics and hair a base-only draw leaves behind. Most commercial baths on the market have no skimmer at all.
  • Commercial circulation pump — 1.5 m³/h on 400 litres, a 16-minute turnover. Roughly twice the PWTAG and Dubai Municipality minimum of 30 minutes, and the specification we expect to be judged on.
  • 4.5" high-capacity polypropylene filter — around three times the media volume of the 2.5" cartridges used across most of the market, so flow rate and turnover hold as the cartridge loads.
  • UV secondary disinfection — inline treatment on every pass.
  • 316 stainless steel tub — marine-grade, non-porous, cleanable to the daily standard TN71 sets, and built to survive a commercial duty cycle rather than a domestic one.
  • 4kW cooling capacity — fast pull-down, and the reserve to hold setpoint under bather load in Gulf ambient conditions rather than running flat out and losing ground. Worth comparing like for like: much of the market quotes compressor input power, which is a considerably smaller number describing a considerably smaller machine.
  • Electronic expansion valve — continuous superheat modulation instead of a fixed orifice. Tighter temperature control, better part-load efficiency, and materially better behaviour in high ambient, where fixed-metering systems are badly mismatched.
  • Modulating fan — quiet enough for a treatment-room environment, and better head pressure control when the plant is working hardest.
  • Immersion probe sited in the tub itself — water temperature measured where the user is, not inferred from return pipework. Your setpoint means what it says.
  • Dedicated drain and fill connections — plumbed in, so water changes and dilution are a valve operation rather than a hose and a bucket.
  • Hinged maintenance access door — daily filter and plant access without dismantling panels. TN71 asks for daily cleaning and daily checks on secondary disinfection; the hardware should not make that a chore.

How Pro handles water treatment. Pro runs a non-halogen regime: mechanical extraction, high-capacity filtration, UV, and water changes on a defined schedule. Its wetted components — including the 316 stainless tub and heat exchanger — are specified for that system, and chlorine and bromine must not be dosed into a Pro. This is a deliberate decision that keeps the unit accessible for sites where a fully dosed system is not required or not yet justified.

Pro suits private studios, PT suites, staff recovery rooms, members' facilities and sites not operating under public pool classification. Against the ozone-based units that make up most of the commercial market today, Pro offers materially better contaminant extraction, better refrigeration control and a faster turnover at a comparable position.

What Pro does not do: it does not maintain a chlorine residual, and is therefore not specified for facilities operating under Dubai Municipality's public pool requirements.

Commercial Elite

Up to 100 users per day, rated at 24°C ambient with a 5°C setpoint. Everything in Pro, plus the three things that make a bath self-maintaining at volume:

  • Automatic dosing and monitoring of chlorine and pH — meeting DM's requirement directly, and holding the 1.0–5.0 mg/l free chlorine residual TN71 specifies without staff intervention.
  • Titanium heat exchanger — the pool industry standard for chlorinated water, and the reason Elite can be dosed continuously without compromising the chiller.
  • Automatic drain and fill — how Elite meets its dilution requirement at 100 users a day without anyone carrying a hose.

That last point is why Elite is rated at 100 users rather than something closer to Pro. At 30 litres per bather, 100 users means three cubic metres of fresh water a day — seven and a half complete tank volumes. No amount of filtration or dosing substitutes for that, and no operator performs it by hand. The bather load figure follows the dilution strategy, not the other way round.

Elite is specified for hotels, licensed spas, wellness centres and any facility operating under public pool classification.

Specifying across a site

Most operators do not need one answer. A hotel might run Elite on the public spa floor and Pro in the staff gym. A studio group might start with Pro and move to Elite as footfall builds or classification changes.
